The reason why most people calculate averages is because they calculate for the months of their winter rates. For example, your organization may calculate averages for October, November, December and so forth. So during the summer when customers use sewer to use sprinklers, they aren't getting additional charge for sewer during that time because it doesn't make sense to charge sewer for water that's going on the lawn. So we can calculate it for about six months at a time. You can select the timeframe and services for calculating averages.
