What's a service?

A service may include metered and non-metered services. A metered service is a service, such as water or electricity, that only requires a consumer to pay the portion used. A non-metered service like garbage is billed a flat rate.

There are three service types: Standard, Penalty, and Tax. A standard service is any service that is not a penalty or tax service. A penalty service is a service that will bill a penalty. While a tax service is a service that will bill a tax.
