How do I manage pending businesses?
Businesses, Public Portal
Review new business applications that have been submitted by the business owner through the public portal. You can use the submitted information to create a new business record or you can reject the application. When an application is rejected, you may wish to contact the applicant to offer an explanation and let them know what needs to happen to resubmit the application.
If you need to review changes made by a business owner, using the public portal, use Manage Business Changes.
This view is available in the 2022.11 release.

Troubleshooting
I can't click on the Manage Business Changes link
You need user rights to access the Manage Business Changes view. If you have administrative rights, you can do this yourself. If you don't have administrative rights, you will need to find someone who has administrative rights to make changes to Connect applications. Use Setup/Modify User Rights in System Management > Security to give the user access to the Management Business Changes view.
