Error: Cannot reactivate billing code

I want to allow a billing code to create new billings. When I select the Allow new billings checkbox, an error message says, "Cannot reactivate billing code." How do I fix this?

Billing codes and categories work together to create billing transactions. If a billing code is linked to an inactive category, the billing code cannot be set to allow new billings until the category status is updated to active.

To fix this error,

change the category status (the category using the billing code) to active. (Organization > Categories) [More]
and then, change the billing code to allow new billings. (Organization > Billing Codes) [More]
